You will need:
a) a domain name (so that people can find you)
b) web space (to store your web pages)
c) content (your web pages)
Most Internet Service Providers (ISPs) offer free web space for hosting your personal web pages, although some of the cheaper ISP offerings, such as from BT-Yahoo basic or Tiscali may not.
The free space offered by ISPs may be subject to restrictions on use, such as not allowing "commercial" sites, or have adverts and/or pop-up windows on your pages. You should check your ISP's "Acceptable Use Policy"
You can also get free space with email accounts from online providers such as Lycos, Yahoo, etc but again this may be subject to advertising or restrictions on use.
Your ISP or other service may well also provide templates and tutorials to help you get your site up and running quickly.
